Intermediate.

For me, it's a very very annoying thing.

Intermediate, somewhere in the middle between two extremities.

Like when your tea is not hot enough the way a hot tea should be, but it's not even icy cold. The heat was intermediate. 

Like when a blouse is too long, say below the knees, for a casual blouse yet it's too short for a long dress. The length was intermediate. 

Like when your hair is too short you can't tie it up, yet it's too long it keeps poking your eyes and out of your scarf. The length was, again, intermediate.

Intermediate is like a 'maybe' or an 'almost' like you're not sure if it's a 1 or 2 so you take 1.5.
